Energy is the foundation and driving force of human civilization, which is the key to national economic growth, people's livelihood, and national security and stability. As a result, chairpersons of the CPPCC from Qinghai Province, Shaanxi Province, Gansu Province, Ningxia Hui Autonomous Region, and Xinjiang Uygur Autonomous Region, who attended the second session of the 14th National Committee of the Chinese People's Political Consultative Conference, jointly submitted a proposal to the conference, proposing support for the construction of the Silk Road Green Power Corridor and the Northwest Green Power Demonstration Zone.
The joint proposal points out that the northwest region has a vast territory and abundant energy resources, making it an important energy supply base in China. In recent years, the five provinces (regions) in the northwest have accelerated the rapid development of the energy sector based on their energy and resource endowments. As of the end of 2022, the total installed capacity of electricity in the northwest region reached 378 million kilowatts, accounting for 14.74% of the total installed capacity of power generation in the country. Among them, the installed capacity of new energy reached 175 million kilowatts, accounting for 46.3% of the total installed capacity in the northwest. But there are also factors that constrain the green and low-carbon transformation and development of energy in the northwest region.
The proposal suggests giving priority to the planning and layout of regulatory support power sources such as pumped storage and thermal power, as well as project implementation, and providing key support for Qinghai to build a national clean energy industry highland. Support the inclusion of hydropower (including pumped storage power stations), thermal power, natural gas power generation and other projects in the five northwestern provinces (regions) in national planning, and accelerate the construction of the Yellow River Heishanxia Water Conservancy Hub Project. Increase top-level design and policy support, connect with the international market, accelerate the construction of norms and standards for the new energy industry, actively promote the protection of intellectual property rights in clean energy, and assist in the international development of the new energy industry. Support the improvement of the main grid structure of the power grid in the five provinces (regions) in the northwest, and include power grid projects that meet the needs of new energy development and new loads in national planning for support. Priority will be given to the layout and construction of key power grid projects that facilitate interconnection and mutual benefit among the five provinces (regions). Provide preferential green electricity trading policies and support policies for green energy consumption in the industrial sector to the northwest region, establish a diversified consumption mechanism, and support the creation of a model area for green energy consumption in the northwest. Further increase the research and development of forward-looking, systematic, and strategic energy storage key technologies, support the construction of national key energy storage laboratories and engineering research and development centers in five provinces (regions), accelerate the establishment and improvement of new energy storage pricing mechanisms, energy storage technologies, and application standard systems, guide Qinghai to develop design specifications and scheduling standards for "new energy+energy storage" power stations, and provide support in project, talent, funding, and technology.
